Stormwater Information

The City of Norwich invites you to participate in our ongoing efforts to clean our community and protect our water resources. The Department of Public Works announces the availability of the City’s Storm Water Management Plan. This Plan was developed and is announced in accordance with the Connecticut Department of Energy and Environmental Protection’s (CTDEEP) General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems  (MS4) which was issued January 20, 2016 and becomes effective July 1, 2017. 

As required by the General Permit, the MS4 Annual Report, is now available.

Copies of the Plan are available for review in the Department of Public Works offices during normal business hours and digitally on our website. Comments should be submitted, in writing, by email or by mail to:

The City of Norwich has developed an Illicit Discharge Detection and Elimination (IDDE) program to address the requirements of the Connecticut Department of Energy and Environmental Protection (CTDEEP) General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems.  

If you see an illicit discharge an unpermitted disposal of chemicals or fluid other than stormwater or uncontaminated groundwater in a City Drain such as cooking oil, motor oil, expired gasoline, metals, toxics, grease, solvents, nutrients, and pathogens or Illegal sewage connections to storm drain pipes, please report it.

The City has developed a plan to address the Low Impact Development Program.
